TRANSPORTATION IMPROVEMENT PROGRAM

NOTICE is hereby given that the Greater Bridgeport and Valley Metropolitan Planning Organization (GBVMPO) has developed the draft Transportation Improvement Program (TIP) for the Greater Bridgeport and Valley planning regions. The TIP lists all proposed highway and transit improvement projects programmed to receive federal financial assistance from the US Department of Transportation – Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) – over the next four federal fiscal years. The MPO’s TIP conforms to the State Transportation Improvement Program (STIP) being developed by the Connecticut Department of Transportation.

A thirty (30) day review and comment period has been established, beginning on Monday, April 13th, 2026 and ending on Thursday, May 21st. 2026. The public is welcomed and encouraged to review and comment on the MPO’s draft TIP, as well as the draft STIP.

The draft TIP can be viewed on-line at https://metrocogct.gov/transportation/funding/ and https://www.nvcogct.gov. Paper copies are available for review at both the Connecticut Metropolitan Council of Governments (MetroCOG) located at 1000 Lafayette Boulevard, Suite 925 in Bridgeport and the Naugatuck Valley Council of Governments (NVCOG) located at 49 Leavenworth Street, 3rd Floor, Waterbury, CT, 06702.

Capital projects sponsored by Greater Bridgeport Transit and the Valley Transit District are also included in the draft TIP. The TIP development process is being used to satisfy federal requirements for public notice, review, and comment for routine and traditional local bus capital projects. These projects are funded by the FTA under the Section 5307 capital grant program. The MPO’s process, the notice of public involvement activities and the time established for public review and comments on the TIP are to satisfy the program requirements for both transit agencies.

NOTICE is also given that the GBVMPO will hold an in-person and virtual (hybrid) public information meeting concerning the draft STIP/TIP and related air quality assessment on Tuesday, April 28th, 2026 at 6:00 PM at MetroCOG’s offices in Bridgeport. MPO and CTDOT staff will be available at 5:00 PM until 6:00 PM for an Open House Information Session to informally discuss any aspects relating to the draft STIP/TIP and other related transportation issues and concerns.

The public is encouraged to attend this meeting to learn more about programmed transportation improvements and to express their support or concerns regarding actions contained in the draft STIP/TIP. MPO staff will accept oral comments at the scheduled informational meeting, via e-mail or in writing. All written comments must be legible, submitted on 8½” by 11″ paper and include the person’s name and address. Written comments must be received at the offices of the MetroCOG or NVCOG before 11 AM on May 21st, 2026. The MPO will consider endorsement of the draft TIP and adoption of the Ozone and PM2.5 Air Quality Conformity Statements at a regular meeting to be held on Thursday, May 28th, 2026 at 10 AM at MetroCOG’s offices in Bridgeport. A virtual option will be provided. The public is invited to attend this MPO meeting and will be afforded an opportunity to comment on the draft TIP and air quality conformity determinations before they are considered by the MPO.
